Franklin Custody Check Purpose
A custody check answers one narrow question well. Is a known person held in a participating custodial system right now? It can also push out notice when that status changes. It is not an arrest archive. Nor does it supply booking photos or replace a police report. Franklin County lists no official app or social account as a dependable new-booking alert feed. Skip generic app-store results and stay with Kentucky VINE.
Pick the custody system before you search. Someone arrested in Frankfort and lodged at FCRJ fits the county-custody path. A person already sentenced in Kentucky fits the state DOC path. Federal or immigration detention is different. Kentucky VINE alone will not cover those holds. Choosing the right system first makes a blank result easier to read. It also lowers the odds of matching the wrong person.
Franklin County VINELink Coverage
Kentucky VINE is free. It is an automated custody-information and notification service. State materials say it draws from jail booking systems, prisons, mental-health facilities, and related custodial systems. The Kentucky Attorney General describes statewide access for local jails and adult correctional facilities. That reach makes it the right statewide test for a Franklin County Regional Jail record. No county participation list or SAVIN page exists. A blank result deserves caution. It cannot prove that no arrest took place. Someone may still be moving through booking, already released, or held in another facility. The Franklin County Jailer page and its FCRJ roster remain the official county-custody route.
Check a Franklin County Arrest
Start at the statewide search. Skip the unofficial people-index sites. The Kentucky FAQ says VINELink accepts a partial name or an offender ID. Broad searches return several people. Compare every detail the live result gives, never pick a match on the name alone, and treat a local-jail record next to a Kentucky Department of Corrections record as two separate custody entries.
- Open VINELink and select Kentucky.
- Choose offender search and enter a partial name or known offender ID.
- Compare possible matches by facility, status, and identifier.
- Open the likely record and note the check time.
- If no county record appears, check FCRJ and call VINE.
The captured Kentucky VINELink search screen shows the state-selected starting point.

This interface checks one person's custody. It is not a Franklin County photo gallery. For a very recent arrest, pair it with the county's 24 Hour Arrests process, the official fallback since Franklin County offers no rolling same-day feed.
Franklin Arrest Status Fields
VINELink centers on custody and alerts. It is not a case file. The jail keeps the booking record, the arresting agency keeps its report, and the clerk holds the case; exact fields vary by source record and live interface.
| Result item | What it means |
|---|---|
| Name or offender ID | Helps distinguish similar matches. |
| Custody status | Reports the state sent to VINE, not the court outcome. |
| Custodial location | May name the jail or correctional setting. |
| Notification option | Opens alerts offered for that record. |
| Release or transfer | Reflects a custody change after data is sent. |
Booking means the jail processed a person into custody. Transfer means custody moved to another facility or system. Release means the person left that record under the terms then in effect. None of these tells how a charge ended. A dismissal, acquittal, or conviction is the formal court result.
Note: Save the offender ID and the check time when shown, since names alone can be uncertain and custody data changes fast.
Register Franklin Custody Alerts
The Kentucky VINE FAQ says to choose “Notify Me of Status Changes” from an offender result. Registration can hold several phone numbers and email addresses. Phone signup needs a four-digit PIN. Keep it close, because entering the PIN confirms a call was received.
- Open the correct record after checking identity and location.
- Select the live Notify Me option.
- Choose phone or email and enter accurate contact details.
- Create and retain the required four-digit phone PIN.
- Register each record if local-jail and DOC entries both exist.
The official Kentucky instructions show the name-or-ID search and Notify Me path.

The instructions explain why separate local and state records may require separate registrations.
How Franklin VINE Calls Repeat
Kentucky's call pattern helps when you cannot answer at once. VINE leaves a message. Then it calls back over a 24-hour period until the four-digit PIN is entered. That PIN tells the service the notice arrived. Registering several phones and email addresses cuts reliance on one device.
The person in custody never learns who registered. Alerts may cover release, transfer from county jail, escape, or other events the live system shows. Read the choices on the record itself. Kentucky's VINE line is 1-800-511-1670. Kentucky Victim Services lists 502-564-5061, 877-687-6818, and OVS.Help@ky.gov.
Note: A custody alert helps with safety planning, but urgent danger calls for 911 rather than an automated update.
Franklin Jail and VINE Records
FCRJ and VINE cover the same custody from two angles. Neither one copies the other. JailTracker is the county-linked screen for current inmates. VINE draws its data from custodial systems. A Franklin County booking can appear in one interface before the other, and each screen words things differently. When timing matters, check both.
The arresting agency adds another link in the chain. Frankfort Police writes the incident report. The sheriff handles the sheriff report. FCRJ creates the jail booking record. VINE never merges those papers into one arrest file, so ask the agency that made the report you need. Sheriff material moves through the Franklin County Sheriff's official open-records route, and Frankfort keeps a separate city process.
Bond changes the picture. Someone who posts bond may be gone before you search. Another person may transfer to Kentucky DOC after sentencing. For the first case, get the booking from the record holder and the case from the clerk. For the second, check KOOL as the state-custody source and register any separate VINE record the live result offers. A missing county result proves nothing.
Note: The jail roster, VINE result, agency report, and court docket each track a different stage and may update on their own schedules.
Franklin VINELink Limits
VINELink only knows what custody systems send it. Franklin County promises no transfer schedule. Nothing guarantees each FCRJ event appears at once. Missing names happen. Try a partial name or a spelling variant. Then call VINE or the jail, because the FCRJ roster answers a narrower question: who sits in county custody at the moment you check.
Federal custody sits outside this system. Kentucky VINE is not the normal source for a person held by the Federal Bureau of Prisons or by immigration authorities. Use the official BOP or ICE locator when the facts point that way. State custody works differently. Someone sentenced to Kentucky DOC may appear in KOOL after leaving FCRJ.
The Franklin County Recent Arrests hub separates booking from current custody, release, and court outcome. The clerk holds the final case result, not VINELink.
